Cooking In A Disaster

Passionate about food and cooking, Raquel
Andelin began experimenting in the kitchen at an early age.
By age 12, she had filled a notebook with her own 'tried and
true' recipes. Along with cooking, she enjoys playing the
piano and cello and has participated in various orchestras.
Raquel received her degree in Social Work and Spanish from
Brigham Young University. She is currently supporting her
husband in law school. During college she cultivated a love
for learning that surprisingly found its way into the
kitchen. Raquel became convinced of the importance of
emergency preparedness through community and church
involvement. A self-motivated learner, Raquel taught herself
to cook with powdered eggs, powdered milk, beans, wheat and
other food storage items. Her latest culinary adventure is
cooking without fuel. Raquel’s flair in the kitchen is put
to the test every day in the demanding job of wife and
mother as she cares for two active boys and a hungry
husband.

Dealing With Pandemic
Diseases

Having
experienced tough financial situations, earthquakes, several
days without power in a snowy winter, several days without
power in a heat wave, an ice storm, and a hurricane, Amy
believes in the value of preparation.
She received a
BS in Human Development from Brigham Young University and is
now the at-home mother of one son and three daughters. Amy
often stands as a spokesperson for the research and
information her mother, Carolyn Nicolaysen, has compiled
over many years. Carolyn has authored many articles and
several e-books on everything from stocking your own family
“General Store” to surviving various types of disasters. Amy
and Carolyn work together to educate families on how to be
totally ready and self sufficient should there be an
emergency.

Disasters And Children

- Frank Southern |

Frank Southern
is the Director of Student Services for Tustin Unified
School District. A large portion of his current
responsibility is in the area of disaster preparedness. He
is credentialed through the state in Public Safety and
Accident Prevention. Prior to becoming the Director of
Student Services, he was a school site administrator at
Foothill High School, Currie and Hewes Middle schools, and
Ladera and Thorman Elementary schools. Thirty-nine years
ago, he began his career as a high school mathematics
teacher in Tustin Unified School District.
Mr. Southern
has also been fortunate to be a part of the California
Distinguished School Program at most of the sites that he
has worked at and has been an integral part of two schools
earning the National Blue Ribbon School Award. He has also
been active in Irvine by becoming a member of the city’s
Community Emergency Response Team (CERT), Community Policing
Association (CPA), and part of the school districts response
to the city’s Incident Command Center.
Frank was the
2008 recipient of the State Administrator of the Year Award,
presented by the California School Resource Association.
Some other highlights include: Recipient of Association of
School Administrators Region XVII Administrator of the Year,
Golden Bell Award, and he has a scholarship in his name
given out each year to a deserving senior.
Mr. Southern
has extensive training in the National Incident Management
System (NIMS) and State Incident Management System (SIMS).
He has developed district wide School Site Safety Plans and
NIMS/SIMS plans which have served as a model for other
school districts. He is currently working on a project to
link all school districts, school sites, fire departments
and police departments through a hand held communication
system. Four large districts have committed to the project,
including the Irvine Unified School District.
Frank
Southern has a BA Degree from San Diego State University, MA
Degree from Azusa Pacific University and an Administrative
Services Credential through the University of California at
Irvine. A native of Tustin, Frank and his wife have resided
in Irvine for the past 35 years. |

Bill Redford, is
a Senior Vice President at SullivanCurtisMonroe, the largest
Independent Commercial Insurance Brokerage in Orange
County. He applies over 35 years of experience in
commercial insurance to provide risk management solutions to
middle market and larger businesses. He specializes in the
property management and real estate development industries,
with an emphasis in hospitality. Bill is particularly adept
at structuring large construction wrap-ups and OCIP
programs. Prior to joining SCM, Bill was an owner and senior
vice president at Anderson & Anderson Insurance Brokers,
Inc. He graduated from Brigham Young University with a
joint B.S. degree in accounting and psychology.

I am currently
the Assistant Director of the Emergency Department
at Hoag Hospital, Newport Beach. I have been an
Emergency Department RN for 11 years and worked at
Hoag for 15 years. As an Emergency Department nurse,
I am a MICN (which is a Mobile Intensive Care
Nurse), who answers calls from the paramedics in the
field to assist with patient care and coordinate
transport to the nearest hospital for critical
patients. I am currently working towards my Master's
of Science in Nursing (MSN) degree through Cal State
University Dominguez Hills. I am fortunate to
participate in several Disaster Drills each year as
part of Hoag Hospital's Emergency Preparedness
program.
I am the mother of 3 children:
Nicholas - 23, Chelsea - 19, and Jillian 12. I love
to read, travel, garden and volunteer in my free
time ( which is never enough!). I further enjoy
being involved in many church related activities. I
have had the opportunity to teach First Aid Merit
Badge at several Boys Scout merit badge days and it
is a pleasure to teach emergency preparedness and
first aid within the community as well as in the
Emergency Department.

DEBRA ROCHA
—
is a Irvine CERT
volunteer, a CPA volunteer, a Red Cross volunteer, an
Experience Unlimited volunteer and a court/community
volunteer mediator. She has mediated court appointed
domestic, small claims, real estate and contract cases for
Community Service Programs, teaches paralegal studies,
parenting classes and “Effective Communication” to new
mediators and local business employees, and works as an
Online Education Consultant for two colleges.
Debra has served
as a Business Owner, Court and Community Mediator, Hearing
Officer, Human Resources Consultant, held a five-year term
as the Founder and Department Chair of the College of Law
for a Distance Learning University and has now started her
own mediation practice. She is on the mediation panels of
the United States District Court, the
2nd
District Court of Appeal, and the Superior Courts in Orange
County.
Debra grew up in Barrington, Rhode Island, and has lived in
and a few other cities in Massachusetts, Athens Greece,
Orange County before settling in Irvine.

Denise joined the Air
National Guard at age 17. Her duties were: Military Police &
Air Crash Rescue. After Graduation from High School, Active
Duty, U.S. Air Force. Her duties there were: Air Crash
Rescue, Assistant Chief for a combined eight years total,
two Honorable Discharges. Worked for the U.S. Forest Service
in the Wild Land Fire Prevention and suppression. Continued
on to Nursing School as an Emergency Department Nurse, /
Instructor.
Some of her other
qualifications include: U.S Air Force Auxiliary-CAP Rank:
Lt. Col., Squadron Commander, Incident Commander, Search and
Rescue, Homeland Security, Counter Drug, Pilot, Flies
missions, Search, Homeland Security, and Counter Drug.
Instructor: Emergency Services, Ground Team, Air Crews,
Mission management.
She is a FEMA Instructor,
ICS 300 and ICS 400. Office of Emergency Services, State of
California. SAR manager, and Incident Commander. Wilderness
Medical Society, Fellows (FAWMS). American Red Cross
Instructor: Emergency Responder, Calif. Child Care, FA ,
CPR, AED. Also, including Educational Programs Institute as
President, Director of Training. She is also a Los Angeles
Community College District Teacher & CERT member,
Instructor.
Her Awards include:
Community awards, Military awards, Lifesaving awards and was
Celebrated in the Los Angeles Times for Lifesaving
Activities.

Lessons Learned From Past Disasters

Todd Huisken,
MFT is a licensed Marriage and Family Therapist and the
Director of LDS Family Services in Fountain Valley and San
Diego, CA. He received his Undergraduate degree in
Psychology from BYU and his Masters in Marriage and Family
Therapy from The University of San Diego.
Todd has served
as the Assistant Director of Disaster Mental Health Services
for the Orange County Chapter of the American Red Cross. He
routinely debriefs corporate personnel after traumatic
incidents and has participated in debriefing school staff
and students after shootings and spent 2 weeks helping with
the victims of Hurricane Katrina on day three following the
disaster. Corporations such as Boeing, IBM, ITT, Disney,
PacifiCare, The Orange County Fire Authority and the Laguna
Beach Police Department have all utilized Todd’s services.

Preparing With Your
Neighbors

Randy Lutz has a passion for emergency preparedness which
came from a father who spent 30+ years on the
Anaheim Fire Department. He is trained member of the Irvine
Community Emergency Response Team (CERT & iCERT), Irvine Disaster
Emergency Communications (IDEC) and trained in the National
Incident Management System (NIMS). Randy also serves as
second in command to the
Irvine Emergency Radio Communications Network
(ERC), which is operated by local volunteers to support the
Irvine ERC’s emergency preparedness plan and the general
public safety by providing a resource which is skilled in
emergency communications.
This ham radio network is the largest in Irvine and is
comprised of 105 license operators.
Randy and his
wife Jill raised 6 children in the City of Irvine. He is
proud to be a member of the "Safest City in the Nation and
has a great desire to make it also the "Most Prepared City
in the Nation". He is this year's Emergency
Preparedness Expo Chairman and a
leading force in the community promoting emergency
preparedness. Randy speaks and helps organize faith-based
groups, homeowners associations and others about how to be
prepared. He believes preparedness starts first with you
and stresses the importance of then helping your neighbors
to become organized and prepared. He will speak on a new
program being launched in the community called, "Neighbors
Helping Neighbors."
